Tammi, the CPanel (admin interface to the server) requires that a bandwidth limit be set for each account. Pixy basically sets an arbitrary limit that "should" work for everybody, but sometimes, for different reasons, people get more traffic than expected and go over that limit, which causes the server to restrict the site either until the new month has rolled over or until the administrator goes in and assigns more bandwidth to that account.

As far as I know, Pixy is still on holiday and unless he left the WHM "keys" to the new servers with someone else, you'll need to wait for him to get back to release your site from bandwidth jail. It might be worth dropping him an email in case he's checking mail while away too.
